Variou= s factors are combining against the Cuban people:=20 Response to the Foreign Minister of Hugo Ch=E1vez and to Spanish Foreign Minister Miguel =C1ngel Moratinos=20 =20 In a press conference held in Madrid by Miguel =C1ngel Moratinos, Spanish Minister of Foreign Affairs, and the Minister of Foreign Affairs = of Mr. Hugo Ch=E1vez=92s government, Nicol=E1s Maduro, Mr. Maduro offended u= s Cuban citizens who have promoted the Varela Project. The Spanish ministe= r approved this with his silence, avoiding saying the truth, which he knows very well, about the Varela Project. In this way, they violate the rights to petition and legal initiative contained in Cuba =92s constitution. Everyone in Cuba suffers from the action of a repressive political and military power that acts above the law and above rights, a power that is = a state without rights. Cubans want change, and the referendum requested by the Varela Project would give a voice to the people so that they could decide on those changes in a sovereign manner and in an environment of reconciliation and respect for all Cubans. To Cubans it is very clear that if the power that governs Venezuela today were to consolidate, Venezuelans would be deprived of their fundamental rights without regard to the law, that not even those who support the government today would have a voice or the opportunity to express themselves, and that the poor would not even be allowed to say that they are poor. The government of Venezuela needs totalitarianism to persist in Cuba because it is the sanctuary and model for their vision of eternal and complete power. But not even that will be able to sow division betwee= n the Venezuelan people and the Cuban people, who have the same yearning fo= r liberty. On the contrary, we will be more united. As we have said here: Unity for Liberty . May God wish that the friendly Venezuelan people listen to us, because if they lose their rights, if they are trapped by the totalitarianism that threatens them, they will have to suffer greatly and for a long time. The= y are speaking for Cubans instead of demanding a voice for Cubans.=20 The abovementioned resources and factors are principal components of the environment in which they try to keep Cubans trapped in fear, breaking their will and stripping them of all hope. =20 However, Cubans do want changes, do want a new life, and know that this i= s possible. This is a hope, in itself, but it is not enough. There is no doubt that the majority feels an overall dissatisfaction, but many do not believe that a path exists and do not expect anything anymore, even thoug= h they may want changes.=20 =20 But some know that there is a path, and that it is the path in which Cubans ourselves are the protagonists. This is the path of demanding rights. We have already been walking down this path for some time, but today we announce it again with more determination than ever. This path i= s the Varela Project. Now it is clear that, as long as Cubans do not have guaranteed rights, they will not have anything, nor can they hope for a life more dignified and free. It is also clear that we can do what depend= s on us, and that nobody can prevent this. When the majority of citizens ha= ve decided to break peacefully=97but decidedly=97through the barriers of fea= r, as the first signatories of the Varela Project did, we will achieve the changes that we want. Many people say to us: now is when a solution like the Varela Project is needed. We have reinitiated the collection of signatures for the referendum of th= e Varela Project because we know that the demand for a referendum will have to be done by us Cubans and because many were asking: =20 What can we do, and how? The Varela Project is not an intellectual exercise, or an online activity= ; it is a concrete and visible action by citizens making a sustainable demand. We cannot stop denouncing that while many activists collect signatures, Cuba =92s repressive apparatus is unleashing direct and very aggressive repression, with its many resources and traps. And that while this happens, many in the media who cover Cuba or who come to Cuba , through diverse means, silence this campaign. Why? We will not wear ourselves out with controversies; we only remind them that the =93Varela Project is the path that many Cubans want to take to attain the rights of all Cubans and because of that, as much as they attack us in a barrage of oppression, we are not going to abandon this campaign, which is the path = of liberation.=94 The Varela Project is a legal, peaceful and democratic instrument to initiate changes, giving the keys to these changes to the citizens throug= h a referendum that indisputably demonstrates the will of the people. It responds to the great question that seemed not to have a response: How to change? What can and what must we do to achieve it? The Varela Project breaks the vicious and distracting cycles of speculation and paralysis by opening a viable and transparent path. The Varela Project takes this first step that seemed impossible and that is treated like a missing link on our path of freedom. There is no missing link. Let us forge more bonds because now we know that there is a path: that Cubans themselves demand their rights!=20 We know why the Cuban government, its repressive apparatus, its diplomats, the apparatus of lies and fear that they have created, and the= ir allies attack the Varela Project: Because the rights that we demand in th= is campaign are incompatible with the continuation of their totalitarian pow= er and enormous privileges. But fundamentally, they desperately attack and suppress the Varela Project because it is a reality that is already a liberating act for thousands of people. This seemed impossible within the culture of fear, and without the fear of the people, communism of any for= m is not possible. But what about the rest of the attackers and active repressors? Those that have the media, resources and influence and use them=97sometimes to attack us, other times to silence us, even to the point of boycotting us? Sometimes they do it openly, but other times they abuse their media resources, disguised as democratic and pluralistic. Why do they do it? We will not explain it ourselves. The fact is that they are attacking the decision of thousands of Cubans to achieve rights for all. We are not competing for position, for personal benefits, for power nor glory, but fighting for freedom. Cuban Forum (Foro Cubano) is a civic campaign for this moment, updated through changes, that offers a path for the people to design their nation= al plan. The first steps are clearly laid out in the Cuban Forum campaign: 1. =20 The liberation of those who are imprisoned for defending, exercising and peacefully promoting human rights.=20 Changes in the law to guarantee the freedom of expression, press and association, the right of Cubans to settle themselves in whatever part of our country they prefer to live in, the right of Cubans to leave Cuba and enter freely, the right of all Cubans to have private businesses and enterprise in our country, all the rights of workers, the right of Cubans to elect and be elected to public office through a new electoral law, and an end to all discrimination against Cubans in their own country. Having opened spaces for participation through these legal changes, call for a national dialogue and free elections for a Constituent Assembly so that Cubans can truly decide, democratically and exercising their sovereignty, their present and future in an environment of peace, freedom and reconciliation on the path to fraternity. Nobody should fear Cubans having rights and being able to express their will peacefully and legally because this is the benefit of democracy, whe= n no one is excluded and it is supported by rights, solidarity and humanity= . The Varela Project is the path for taking the first steps that: - Will not permit Cuba to be cut up like a cake; - Will not lead to quick privatizations that the people cannot control because it gives sovereign control of national life to citizens b= y prioritizing the institutionalization of rights as the first phase of change; and - Will defend and consolidate national independence on the basis of the real exercise of popular sovereignty. It guarantees all opportunities for the people to express themselves in self-determination, because only citizens who are free and exercise their rights truly have t= he capacity of self-determination. Everyone knows that the repressive violence of March 2003 in Cuba was carried out to try to neutralize the growing support for the Varela Project. Although some of our imprisoned brothers were not leaders of the Varela Project, the majority were. In that demand that we delivered for t= he first time in May 2002, we had already sought the liberation of those who were political prisoners at that time. It should not be forgotten that there have always been political prisoners in Cuba , and that the Varela Project is not the first and only campaign in which thousands of citizens demand the liberation of political prisoners. This is the present. It is not a memory. We are carrying out this campaign now because Cubans are still not guaranteed their rights, that is to say there have not been any changes, and because there are still many political prisoners, among them the majority of the =93Cuban Spring=94 prisoners. Those who are suffering cruel and inhumane imprisonment sustain the torch of hope because they have not surrendered. How are we to forget the cause that we defend together with them: the cause of freedom and the rights of Cubans? En este escenario se mueven no pocos gobiernos, instituciones, medios de comunicaci=F3n, personalidades intelectuales, del arte, de la pol=EDtica y religiosas. Est=E1n hablando = por los cubanos en vez de reclamar la voz para los cubanos. =20 - =20 =20 Los recursos o factores mencionados son componentes principales del ambiente con que pretenden mantener atrapados en el miedo a los cubanos, quebr=E1ndoles su voluntad y despoj=E1ndoles de toda esperanza. =20 Sin embargo los cubanos si quieren cambios, si quieren una nueva vida y saben que esta es posible. Esto es en si, una esperanza, pero no es suficiente. No hay duda de que la mayor=EDa siente una insatisfacci=F3n integral, pero muchos no creen que exista un camino y ya no esperan nada, aunque si quieran cambios.=20 =20 Pero algunos saben que si existe un camino y que es el camino en el que los propios cubanos son los protagonistas. Es el camino del reclamo de lo= s derechos. Ese camino ya llevamos tiempo and=E1ndolo, pero hoy volvemos a convocar con m=E1s determinaci=F3n que nunca. Este camino es el Proyecto Varela. =20 Porque hoy si est=E1 demostrado, que mientras los cubanos no tengan garantizados sus derechos, no tendr=E1n nada, ni pueden esperar una vida = mas digna y mas libre. Tambi=E9n est=E1 demostrado que podemos hacer lo que depende de nosotros mismos y que esto nadie pueda impedirlo. Algunas veces l= o hacen abiertamente, pero otras abusando de sus recursos medi=E1ticos, disfrazados de dem=F3cratas y pluralistas. =BFPor qu=E9 lo hacen? No lo explicaremos nosotros. El caso es que est=E1n atacando, la decisi=F3n de miles de cubanos de lograr los derechos para todos. Nosotros no estamos compitiendo por posiciones y ni beneficios propios, ni por el poder y la gloria, sino luchando por la libertad.=20 =20 Foro Cubano es una Campa=F1a c=EDvica para este momento, actualizada por los cambios y que ofrece un itinerario para que el pueblo pueda dise=F1ar= su proyecto nacional. Aunque algunos de nuestros hermanos encarcelados no eran dirigent= es del Proyecto Varela, la mayor=EDa si. En esa demanda que entregamos, por primera vez, en Mayo del 2002, ya se ped=EDa la liberaci=F3n de los que e= ran prisioneros pol=EDticos en aquel momento, pues no hay que olvidar que siempre han habido prisioneros pol=EDticos en Cuba, ni que la primera y =FAnica campa=F1a en la que miles de ciudadanos reclaman la liberaci=F3n = de los prisioneros pol=EDticos, es el Proyecto Varela. NEW DAY FOR THE VARELA PROJECT, THE DEFINITIV= E CAMPAIGN FOR DEMOCRATIC CHANGE IN CUBA

After almost five decades under an order of &= ldquo;no rights,” now, as the Cuban people approach the door of the= ir future with uncertainty, the response of the group in power is to slam= the door in their faces. Various factors are combining against the Cuban= people:

&= nbsp;
-    &n= bsp;    the pr= opaganda that saturates life and tries to strangle understanding; 
  

-    &nbs= p;    the grow= ing repression in all aspects of life, persecuting those who struggle pea= cefully and openly for their rights, even the mother and father of a fami= ly trying to find their daily bread;

-    &nbs= p;    the pove= rty that has built up, without solutions, and that is suffered by the maj= ority, resulting in permanent anxiety and in people spending most of thei= r energy and time trying just to survive;

&nbs= p;

-    &nbs= p;    the blin= dness shown by the totalitarian leadership, with their repeated and ampli= fied official discourse that reaffirms the continuity of their total powe= r as the only plan and denies to families, individual Cubans, and the peo= ple the right to dream of their own legitimate plans and denies them any = possibility of realizing those plans;

&nbs= p;

-    &n= bsp;    the ne= w and painful scene of supposed changes that have taken place in Cuba, an= d, on a greater scale, outside of Cuba that projects, without any foundat= ion, an image of change that generate expectations, debates, and conjectu= res about models of or steps toward changes in Cuba—without countin= g on Cubans themselves—and that justify and celebrate, according to= their interests, the maneuvers that are attempted substitutes for real d= emocratic changes.

&nbs= p;

Taking part in this scene are not a few gover= nments, institutions, media outlets, and intellectual, artistic, politica= l and religious figures. They are speaking for Cubans instead of demandin= g a voice for Cubans.
&n= bsp;

&nbs= p;

The abovementioned resources and factors are = principal components of the environment in which they try to keep Cubans = trapped in fear, breaking their will and stripping them of all hope.
 
However, Cubans do want changes, do want a ne= w life, and know that this is possible. This is a hope, in itself, but it= is not enough. There is no doubt that the majority feels an overall diss= atisfaction, but many do not believe that a path exists and do not expect= anything anymore, even though they may want changes. 
 
But some know that there is a path, and that = it is the path in which Cubans ourselves are the protagonists. This is th= e path of demanding rights. We have already been walking down this path f= or some time, but today we announce it again with more determination than= ever. This path is the Varela Project. Now it is clear that, as long as = Cubans do not have guaranteed rights, they will not have anything, nor ca= n they hope for a life more dignified and free. It is also clear that we = can do what depends on us, and that nobody can prevent this. When the maj= ority of citizens have decided to break peacefully—but decidedly&md= ash;through the barriers of fear, as the first signatories of the Varela = Project did, we will achieve the changes that we want.

&nbs= p;

Many people say to us: now is when a solution= like the Varela Project is needed.

&nbs= p;

We have reinitiated the collection of signatu= res for the referendum of the Varela Project because we know that the dem= and for a referendum will have to be done by us Cubans and because many w= ere asking:
 
What can we do, and how?

&nbs= p;

The Varela Project is not an intellectual exe= rcise, or an online activity; it is a concrete and visible action by citi= zens making a sustainable demand.

&nbs= p;

We cannot stop denouncing that while many act= ivists collect signatures, Cuba ’s repressive apparatus is unleashing direct and v= ery aggressive repression, with its many resources and traps. And that wh= ile this happens, many in the media who cover Cuba or who come to Cuba , through diverse means, silence this campaign. Why? We will not = wear ourselves out with controversies; we only remind them that the &ldqu= o;Varela Project is the path that many Cubans want to take to attain the = rights of all Cubans and because of that, as much as they attack us in a = barrage of oppression, we are not going to abandon this campaign, which i= s the path of liberation.”

The Varela Project is a legal, peaceful and d= emocratic instrument to initiate changes, giving the keys to these change= s to the citizens through a referendum that indisputably demonstrates the= will of the people. It responds to the great question that seemed not to= have a response:

How to change? What can and what must we do t= o achieve it?

&nbs= p;

The Varela Project breaks the vicious and dis= tracting cycles of speculation and paralysis by opening a viable and tran= sparent path.  The Varela Project takes this first step that seemed = impossible and that is treated like a missing link on our path of freedom= . There is no missing link.   Let us forge more bonds because n= ow we know that there is a path: that Cubans themselves demand their righ= ts!

&nbs= p;

We know why the Cuban government, its repressiv= e apparatus, its diplomats, the apparatus of lies and fear that they have= created, and their allies attack the Varela Project: Because the rights = that we demand in this campaign are incompatible with the continuation of= their totalitarian power and enormous privileges. But fundamentally, the= y desperately attack and suppress the Varela Project because it is a real= ity that is already a liberating act for thousands of people. This seemed= impossible within the culture of fear, and without the fear of the peopl= e, communism of any form is not possible. 

&nbs= p;

But what about the rest of the attackers and ac= tive repressors? Those that have the media, resources and influence and u= se them—sometimes to attack us, other times to silence us, even to = the point of boycotting us? Sometimes they do it openly, but other times = they abuse their media resources, disguised as democratic and pluralistic= . Why do they do it? We will not explain it ourselves. The fact is that t= hey are attacking the decision of thousands of Cubans to achieve rights f= or all. We are not competing for position, for personal benefits, for pow= er nor glory, but fighting for freedom. 

&nbs= p;

Cuban Forum (Foro Cubano) is a civic= campaign for this moment, updated through changes, that offers a path fo= r the people to design their national plan. The first steps are clearly laid out in the Cuban Forum campaign:
&n= bsp;
1.   The liberation of those who are imprisone= d for defending, exercising and peacefully promoting human rights. <= /strong>
 
2.   Changes in the law to = guarantee the freedom of expression, press and association, the right of = Cubans to settle themselves in whatever part of our country they prefer t= o live in, the right of Cubans to leave Cuba and enter freely, the right = of all Cubans to have private businesses and enterprise in our country, a= ll the rights of workers, the right of Cubans to elect and be elected to = public office through a new electoral law, and an end to all discriminati= on against Cubans in their own country.
 
3.   Having opened spaces f= or participation through these legal changes, call for a national dialogu= e and free elections for a Constituent Assembly so that Cubans can truly = decide, democratically and exercising their sovereignty, their present an= d future in an environment of peace, freedom and reconciliation on the pa= th to fraternity.

Nobody should fear Cubans having rights and bei= ng able to express their will peacefully and legally because this is the = benefit of democracy, when no one is excluded and it is supported by righ= ts, solidarity and humanity.

The Varela Project is the path for taking the= first steps that: 
&n= bsp;

&nbs= p;

-    &nbs= p;    Will not= permit Cuba to be cut up like a cake;

-    &nbs= p;    Will not= lead to quick privatizations that the people cannot control bec= ause it gives sovereign control of national life to citizens by prioritiz= ing the institutionalization of rights as the first phase of change; and =

&nbs= p;

-    &n= bsp;    Will d= efend and consolidate national independence on the basis of the real exer= cise of popular sovereignty. It guarantees all opportunities for the peop= le to express themselves in self-determination, because only citizens who= are free and exercise their rights truly have the capacity of self-deter= mination.

&nbs= p;

Everyone knows that the repressive violence o= f March 2003 in Cuba was carried out to try to neutralize the growing support= for the Varela Project. Although some of our imprisoned brothers were no= t leaders of the Varela Project, the majority were. In that demand that w= e delivered for the first time in May 2002, we had already sought the lib= eration of those who were political prisoners at that time.  It shou= ld not be forgotten that there have always been political prisoners in Cuba , and that the Varela Project is not the first and only campaign = in which thousands of citizens demand the liberation of political prisone= rs. This is the present.  It is not a memory.

&nbs= p;

We are carrying out this campaign now because= Cubans are still not guaranteed their rights, that is to say there have = not been any changes, and because there are still many political prisoner= s, among them the majority of the “Cuban Spring” prisoners.

&nbs= p;

Those who are suffering cruel and inhumane im= prisonment sustain the torch of hope because they have not surrendered. H= ow are we to forget the cause that we defend together with them: the caus= e of freedom and the rights of Cubans?

We have already begun this definitive campaig= n for changes within Cuba and now:

-    &nbs= p;    We call = on all Cubans that live in Cuba to participate in the demand for rights by signing the Varela Pro= ject and supporting its demands; and

-    &n= bsp;    We cal= l on all Cubans that live outside Cuba and all of the friends of our people to support and participate i= n the campaign for the Varela Project and to disseminate it throughout th= e world.

We will maintain these demands and the campai= gn for the Varela Project until all the political prisoners are freed and= until all Cubans enjoy their human rights.

Des= pués de casi cinco décadas bajo el orden de “no derec= hos”, ahora, cuando el pueblo de Cuba se asoma con incertidumbre a = la puerta de su futuro, la respuesta del grupo de poder es tirarle la pue= rta en las narices. Se combinan varios factores contra el pueblo cubano:<= /font>

 

 Resp= onse to the Foreign Minister of Hugo Chávez and to Spanish Foreign= Minister Miguel Ángel Moratinos 
 

In a press conference held in Madrid by Miguel Ángel Moratinos, Spanish Minister of Foreign Aff= airs, and the Minister of Foreign Affairs of Mr. Hugo Chávez&rsquo= ;s government, Nicolás Maduro, Mr. Maduro offended us Cuban citize= ns who have promoted the Varela Project.  The Spanish minister appro= ved this with his silence, avoiding saying the truth, which he knows very= well, about the Varela Project. =  

First, we wish to send a message of f= riendship, brotherhood and respect to all Venezuelans and Spaniards of al= l political positions, without distinction, and say to them that we know = that this collaboration of Mr. Maduro with his superiors from Cuba, and w= ith the complicity of Mr. Moratinos, are not representative of the feelin= gs of Venezuelans and Spaniards. In this way, the aforementioned minister= s offend tens of thousands of Cuban citizens who have signed this petitio= n for a referendum, which is also a demand for the fundamental rights tha= t the Cuban government denies of its citizens. 

We ask if the Venezuelan people are o= bjectively aware of the text of the Varela Project; if they know that the= re are dozens of political prisoners in Cuba, with sentences of up to 28 = years, for demanding their rights; if they know that the Cuban government= does not dare to publish the text of the Varela Project because it knows= that the majority of Cubans would support it en masse; if they = know that the repressive apparatus persecutes the activists and citizens = that support the Varela Project, threatens and harasses them, confiscates= their signed petitions, libels them and even sends impostors to make our= actions “illegal” when they are transparent and supported by= constitutional rights. May God wish that Venezuelans understand it, and = that media outlets that maintain some level of freedom there may dissemin= ate this so that Venezuelans may know the rights that they would lose ent= irely if a regime, like the one that oppresses Cubans, were to consolidate in their country. We do not know if Mr. Maduro speaks w= ith the permission of his mentors in Havana or if he escaped their control. In any case, it is another interfe= rence, and a very grave one, because in these very moments we have reacti= vated, here in Cuba , the campaign to collect signatures for the Varela Proj= ect for the rights of Cubans.  Mr. Maduro’s dismissals become = part of the persecution and hunting of our activists by the repressive ap= paratus to prevent them from collecting signatures. In this way, they vio= late the rights to petition and legal initiative contained in Cuba ’s constitution.  

Everyone in Cuba suffers from the action of a repressive political and mi= litary power that acts above the law and above rights, a power that is a = state without rights. Cubans want change, and the referendum requested by= the Varela Project would give a voice to the people so that they could d= ecide on those changes in a sovereign manner and in an environment of rec= onciliation and respect for all Cubans.  

To Cubans it is very clear that if th= e power that governs Venezuela today were to consolidate, Venezuelans wou= ld be deprived of their fundamental rights without regard to the law, tha= t not even those who support the government today would have a voice or t= he opportunity to express themselves, and that the poor would not even be= allowed to say that they are poor. The government of Venezuela needs totalitarianism to persist in Cuba because it is the sanctuary and model for their vision o= f eternal and complete power. But not even that will be able to sow divis= ion between the Venezuelan people and the Cuban people, who have the same= yearning for liberty. On the contrary, we will be more united. As we hav= e said here: Unity for Liberty .  

May God wish that the friendly Venezu= elan people listen to us, because if they lose their rights, if they are = trapped by the totalitarianism that threatens them, they will have to suf= fer greatly and for a long time. They will have to carry out, under perse= cution, an authentic Bolívar Project, as we have done with the Var= ela Project. 

Of one thing we are convinced: if the= government represented by Mr. Maduro could, it would establish in Venezuela a regime without rights like the one in Cuba . They already have the support of the Spanish Socialist= government, also an ally of the Cuban government. If the people of Cuba could vote in a referendum, they would do as the Venezue= lan people did the last time they voted: they would also vote for Liberty .

En una conferencia de prensa ofrecida en Madrid por el Señor Migu= el Ángel Moratinos, Ministro del Exterior de España y el Mi= nistro de Relaciones Exteriores del Gobierno del Señor  Hugo = Chávez, Señor Nicolás Maduro, este último&nbs= p; ofendió a los ciudadanos cubanos que hemos promovido el Proyect= o Varela, mientras el ministro español lo aprobaba con su silencio= evadiendo decir la verdad, que muy bien conoce, sobre el Proyecto Varela= .
 
Nosotros queremos, en primer lugar, enviar un mensaje de amistad, herman= dad y respeto a todos los venezolanos y españoles de todas las pos= iciones políticas, sin distinción y decirles que sabemos qu= e esta colaboración del Señor Maduro con sus superiores de = Cuba y el acatamiento del Señor Moratinos,  no son representa= tivos de los sentimientos de venezolanos y españoles. Los menciona= dos ministros, ofenden así a decenas de miles de ciudadanos cubano= s que han firmado esa petición de Referendo, que es también= una demanda de los derechos fundamentales, que el gobierno en Cuba niega= a sus ciudadanos.
 
Nos preguntamos:
 
Si el pueblo venezolano conoce objetivamente el texto del ProyectoVarela= , si conoce que hay decenas de prisioneros políticos, con sentenc= ias de hasta veintiocho años por demandar esos derechos. Si conoce= que el gobierno cubano no se atreve a publicar el texto del Proyecto Var= ela porque sabe que la mayoría de los cubanos lo apoyaría m= asivamente. Si conoce que los cuerpos represivos persiguen a los activist= as y a los ciudadanos que apoyan el Proyecto Varela., los amenazan y acos= an, les confiscan las peticiones firmadas, les calumnian y hasta env&iacu= te;an impostores para convertir en “ilegal” nuestra actuaci&o= acute;n que es transparente y que se apoya en los derechos constitucional= es.
 
Dios quiera que los venezolanos puedan conocerlo y que los medios de dif= usión, que aun tengan alguna libertad allí, lo divulguen pa= ra que los venezolanos conozcan los derechos que perderían totalme= nte, de consolidarse en su país un régimen como el que opri= me a los cubanos. No sabemos si el Señor Maduro habla con permiso de sus mentores e= n La Habana o si se fue de control. En todo caso es una ingerencia mas, p= ero de las mas graves, porque precisamente en estos momentos hemos reacti= vado, aquí en Cuba, la campaña de colectas de firmas del Pr= oyecto Varela por los derechos de los cubanos y las descalificaciones del= Señor Maduro se unen a la persecución, a la cacería= de los cuerpos represivos contra nuestros activistas, para impedir que s= e colecten las firmas. Violan así los derechos a petición y= a iniciativa legal que enuncia la Constitución de Cuba.
 
Todos en Cuba sufren la acción de un poder político y repr= esivo militar que actúa por encima de la ley y de los derechos. Un= poder, que es un estado de no derechos. Los cubanos quieren cambios y el= Referendo que pide  el Proyecto Varela, daría la voz al pueb= lo para que decida soberanamente sobre esos cambios, en un ambiente de re= conciliación y respeto por todos los cubanos.
 
Para los cubanos está muy claro que de consolidarse el poder que = hoy gobierna Venezuela, los venezolanos serían privados de sus der= echos fundamentales, sin importar lo que diga la ley y que ni siquiera lo= s que hoy apoyan ese gobierno, tendrán voz ni posibilidad de expre= sarse y que los pobres ya ni siquiera podrán decir que son pobres.= El gobierno de Venezuela necesita que en Cuba persista el totalitarismo = porque es su santuario y su modelo, para su proyecto de poder eterno y to= tal. Pero ni eso podrá sembrar la división entre el pueblo = venezolano y el pueblo cubano que tienen la misma vocación de libe= rtad. Al contrario estaremos más unidos. Como hemos dicho aqu&iacu= te;: Unidad Para la Libertad.
 
Dios quiera que ese pueblo amigo nos escuche, porque si pierden sus dere= chos, si son atrapados por el totalitarismo que les amenaza, tendrá= ;n que sufrir mucho, por mucho tiempo. Tendrán que hacer bajo la p= ersecución, un auténtico Proyecto Bolívar, como noso= tros hemos hecho el Proyecto Varela.
 
De algo estamos convencidos: Si el gobierno que representa el Señ= or Maduro pudiera, instalaría en Venezuela un régimen sin d= erechos como el instalado en Cuba. Ya cuentan desde ahora con la alianza = del Gobierno socialista español, aliado también del gobiern= o de Cuba. Y si el pueblo de Cuba pudiera votar en un referendo, har&iacu= te;a como hizo el pueblo venezolano la última vez que votó,= también votaría por la Libertad.

-       &n= bsp; la propaganda que s= atura la vida tratando de asfixiar el entendimiento,

-       &= nbsp; la represió= n creciente en todos los aspectos de la vida, persiguiendo, desde aquel q= ue lucha pacíficamente y abiertamente por los derechos hasta a la = madre y al padre de familia que tratan de buscar el pan de cada dí= a.
 -         La pobreza acumulada y sin s= oluciones que sufre la mayoría y que constituye agobio, angustia p= ermanente y gasto de la mayor parte de la energía y tiempo en sola= supervivencia.

-       &= nbsp; La ceguera que est= á mostrando el grupo dirigente del poder totalitario con su discur= so oficial repetido y amplificado, que  reafirma la continuidad de s= u poder total como único proyecto, negando así al pueblo, a= cada familia y a cada cubano el derecho a soñar con sus propios p= royectos legítimos y negándoles toda la posibilidad de real= izarlo.

-       &= nbsp; El novedoso y peno= so escenario virtual de cambios que se ha instalado en Cuba y con mayor d= imensión y actividad fuera de Cuba, que proyecta, sin fundamento a= lguno, una imagen de cambios, que genera expectativas, debates y conjetur= as sobre modelos o pasos de cambios en Cuba, sin contar con los propios c= ubanos y que justifican y celebran según sus intereses las maniobr= as con las que se pretenden sustituir los verdaderos cambios democr&aacut= e;ticos. En este escenario se mueven no pocos gobiernos, instituciones, m= edios de comunicación, personalidades intelectuales, del arte, de = la política y religiosas. Están hablando por los cubanos en vez de reclamar la voz para los cubanos.  <= /font>

L= os recursos o factores mencionados son componentes principales del ambien= te con que pretenden mantener atrapados en el miedo a los cubanos, quebr&= aacute;ndoles su voluntad y despojándoles de toda esperanza.

S= in embargo los cubanos si quieren cambios, si quieren una nueva vida y sa= ben que esta es posible. Esto es en si, una esperanza, pero no es suficie= nte. No hay duda de que la mayoría siente una insatisfacció= n integral, pero muchos no creen que exista un camino y ya no esperan nad= a, aunque si quieran cambios.
&= nbsp;
P= ero algunos saben que si existe un camino  y que es el camino en el = que los propios cubanos son los protagonistas. Es el camino del reclamo d= e los derechos. Ese camino  ya llevamos tiempo andándolo, per= o hoy volvemos a convocar con más determinación que nunca. = Este camino es el Proyecto Varela.
&= nbsp;
P= orque hoy si está demostrado, que mientras los cubanos no tengan g= arantizados sus derechos, no tendrán nada, ni pueden esperar una v= ida mas digna y mas libre. También está demostrado que pode= mos  hacer lo que depende de nosotros mismos y que esto nadie pueda = impedirlo. Cuando la mayoría de los ciudadanos se decidan y rompen= pacifica, pero decididamente la barrera del miedo, como lo hicieron los = primeros firmantes del Proyecto Varela, lograremos los cambios que querem= os.

M= uchos nos dicen: ahora cuando se necesita una solución como la del= Proyecto Varela.

H= emos reiniciado la colecta de firmas para el Referendo del Proyecto Varel= a, porque sabemos que la demanda de Referendo tenemos que hacerla nosotro= s mismos los cubanos, porque muchos preguntaban ¿Qué podemo= s hacer y como?

El Proyecto Varela no es un ejercicio intelectual, ni una actividad = digital, es la acción concreta y visible de ciudadanos que realiza= n una demanda sostenible.

N= o podemos dejar de denunciar que mientras muchos activistas colectan firm= as, se desata la represión directa y muy agresiva de los cuerpos r= epresivos, con muchos recursos, trampas y bajezas. Y que mientras esto pa= sa muchos de los medios de prensa y comunicación que se ocupan de = Cuba o que llegan a Cuba por diversas vías, silencian esta campa&n= tilde;a. ¿Por qué? No nos desgastaremos en polémicas= , solo recordamos que el `Proyecto Varela es el camino que quieren recorr= er muchos cubanos, para lograr los derechos de todos los cubanos y que po= r eso, por mucho que nos ataquen en fuego cruzado no vamos a abandonar es= ta campaña que es camino de liberación.

E= l Proyecto Varela es un instrumento legal, pacífico y democr&aacut= e;tico para iniciar los cambios, dándoles las llaves de esos cambi= os a los ciudadanos, mediante un Referendo que demuestre inequívoc= amente la voluntad popular. Responde a la gran pregunta que parecí= a sin respuesta de ¿Cómo cambiar? Y ¿qué pode= mos y tenemos que hacer para lograrlo?

E= l Proyecto Varela rompe los círculos viciosos y diversionistas de = la especulación y de la parálisis abriendo un camino viable= y transparente, al dar ese primer paso que parecía imposible y qu= e es tratado como el eslabón perdido en la continuación de = nuestra historia por un camino de libertad. No hay eslabón perdido= , niquelemos más cadenas, porque ahora sabemos que si hay camino: = ¡que los propios cubanos demanden sus derechos!

S= abemos porque el gobierno Cuba, sus cuerpos represivos, sus diplomá= ;ticos, todo el aparato de mentira y miedo que han creado y sus aliados, = atacan el Proyecto Varela: Porque los derechos que reclamamos en esa camp= aña son incompatibles con la continuidad de su poder totalitario y= sus enormes privilegios. Pero fundamentalmente lo atacan y reprimen dese= speradamente, porque es una realidad, porque ya es esa acción libe= radora de miles de personas. Algo que parecía imposible dentro la = cultura del miedo. Y sin el miedo de la gente, no hay comunismo posible e= n ninguna modalidad.
&= nbsp;
P= ero ¿y los de mas atacantes y silenciadores activos? ¿Los q= ue tienen medios de difusión, recursos y muchas influencias y las = usan, unas veces para atacarnos,  otras para silenciarnos hasta el b= oicot? Algunas veces lo hacen abiertamente, pero otras abusando de sus re= cursos mediáticos, disfrazados de demócratas y pluralistas.= ¿Por qué lo hacen? No lo explicaremos nosotros. El caso es= que  están atacando, la decisión de miles de cubanos = de lograr los derechos para todos. Nosotros no estamos compitiendo por po= siciones y ni beneficios propios, ni por el poder y la gloria, sino lucha= ndo por la libertad.
&= nbsp;

Foro Cubano es una Campaña cívica para es= te momento, actualizada por los cambios y que ofrece un itinerario para q= ue el pueblo pueda diseñar su proyecto nacional. En Foro Cubano se= definen claramente los Primeros Pasos:

   

1.-La liberación de los que est&= aacute;n encarcelados por defender, ejercer  y promover pacíf= icamente los Derechos Humanos.
 
2.- Cambios en la leyes para que se gar= anticen la libertad de expresión, de prensa y de asociación= , el derecho de los cubanos a establecerse en cualquier parte de nuestro = país donde prefieran vivir, el derecho de los cubanos  a = ; salir de Cuba y a entrar libremente, el derecho de todos los cubanos a = tener negocios y empresas privadas en nuestro país, todos los dere= chos de los trabajadores, el derecho de los cubanos a elegir y ser elegid= os para los cargos públicos mediante  una nueva ley electoral=   y el fin de toda discriminación contra los cubanos en su pr= opio país. 
 
3.- Lográndose los espacios de p= articipación que se abrirán con estos cambios en las leyes,= convocar a un diálogo nacional y a elecciones libres para una Asa= mblea Constituyente para que los cubanos puedan verdaderamente  deci= dir democráticamente y soberanamente sobre su presente y su futuro= en un ambiente de paz, libertad y reconciliación en camino a la f= raternidad.
 
Nadie debe temer a que los cubanos tengan derechos y = puedan manifestar su voluntad pacifica y legalmente, porque ese es el bie= n de la democracia cuando no existen exclusiones y va sostenida por los d= erechos, la solidaridad y la fraternidad humana.
 
E= l Proyecto Varela es la forma de dar estos Primeros Pasos que:

_No= permitirán que Cuba se reparta como un pastel,

_No= deja lugar a privatizaciones desenfrenadas sin control del pueblo, porqu= e da a los ciudadanos control soberano de la vida nacional al  situa= r como primera etapa de los cambios  institucionalización de = los derechos.

_= Es defensa y consolidación de la independencia nacional, sobre la = base del ejercicio real de la soberanía popular. Garantiza todo el= espacio al pueblo para realizarse en la autodeterminación, ya que= sólo siendo libres sus ciudadanos y ejerciendo sus derechos, un p= ueblo posee verdaderamente la capacidad de autodeterminación.
&= nbsp;
T= odos saben que la asonada represiva de marzo del 2003 en Cuba, fue realiz= ada para tratar de neutralizar el creciente apoyo popular al Proyecto Var= ela. Aunque algunos de nuestros hermanos encarcelados no eran dirigentes = del Proyecto Varela, la mayoría si. En esa demanda que entregamos,= por primera vez, en Mayo del 2002, ya se pedía la liberació= ;n de los que eran prisioneros políticos en aquel momento, pues no= hay que olvidar que siempre han habido prisioneros políticos en C= uba, ni que la primera y única campaña en la que miles de c= iudadanos reclaman la liberación de los prisioneros polític= os, es el Proyecto Varela. Eso es actual no es un recuerdo.
&= nbsp;
H= acemos esta campaña ahora, en primer lugar, porque a los cubanos a= un no se les garantizan sus derechos, es decir no han habido cambios ning= unos. Y también porque aun hay muchos prisioneros políticos= , entre ellos la mayoría de los Prisioneros de la Primavera de Cub= a.
&= nbsp;
E= llos sufriendo prisión cruel e inhumana sostienen la antorcha de l= a esperanza, porque no se han sometido. ¿Cómo vamos a olvid= ar la causa que con ellos defendemos juntos; la causa de la libertad y lo= s derechos de los cubanos?

Y= a comenzamos esta campaña definitiva por los cambios dentro de Cub= a y ahora, Convocamos:

- A= todos los cubanos que viven en Cuba a participar en la demanda de derech= os, firmando el Proyecto Varela y apoyando sus demandas.
